BRL 9500: energy performance advice for energy labels
BRL 9500 is the assessment guideline (beoordelingsrichtlijn) for energy performance advisers (EP advisers). An EP adviser determines the energy performance of a building and issues the energy label using the NTA 8800 calculation method. Only a competent person who works for a BRL 9500-certified company may produce such a label.
The energy label itself follows from the law, see the rules on the energy label on iPLO . BRL 9500 sets the quality requirement for the work. You can read more about the obligation on the page on whether it is mandatory. If you are an adviser or a company, the page on who the certificate is for shows which route suits you.
In short, BRL 9500 is proof that you can produce energy labels properly. A person receives a professional competence certificate, and a company receives a certificate.

What is in BRL 9500?
BRL 9500 is one guideline with two main parts: homes (W) and non-residential buildings (U). Each part has two ways of surveying: the basic survey and the detailed survey. The basic survey is the simpler option for existing buildings. The detailed survey is more extensive and is used for new builds and for some special situations.
An installation company that only assesses homes needs BRL 9500-W. An office landlord with an office building falls under BRL 9500-U. A consultancy that does both applies for both certificates.
You can read more about the calculation method on NTA 8800 explained. You can compare the two survey types side by side on basic versus detailed survey.
Who is BRL 9500 for?
BRL 9500 covers two parties. The person who carries out the survey and produces the label needs a personal EP adviser certificate. The company that person works for needs a company certificate. Without both, the label may not be produced.
A self-employed EP adviser can get certified directly or join a certified umbrella organisation. This is set out on RVO’s information page on EP advisers . Read more on who the certificate is for.
Frequently asked questions
Is BRL 9500 the same as the energy label?
No. The energy label is the document you must show when you sell or rent a property. BRL 9500 is the quality guideline for the people and companies that produce that label. A label from a non-certified adviser is not valid.
Where can I find a certified EP adviser?
RVO points to the Central Register Techniek (Central Technical Register) as a place to find EP advisers. See RVO on energy labels for homes . Also ask the adviser for the BRL 9500 certificate of their company.
How much does BRL 9500 cost?
Costs for training, the exam and certification vary per certification body and per training provider. Ask the body you choose for a quote. See also costs and timeline.
