What does NEN 2767 require of a condition measurement?
NEN 2767 is not a single document. It is a series of parts that together describe the method for condition measurement of buildings and infrastructure. The requirements are in those parts, mainly in NEN 2767-1+C1:2019 , the method. On the NEN page on condition measurement , you can see which parts exist.
This page sets out the requirements. You can see which parts make a measurement conform and where you make your own choices. The step-by-step plan shows the order in which you do this.
A measurement is conform if you follow the method in NEN 2767-1 and record the defects according to the defects list. Anything beyond that is a choice for you or for your client.
Which parts of NEN 2767 apply?
You do not always need all the parts. The part you use depends on the object.
| Part | What it covers | What you do with it |
|---|---|---|
| NEN 2767-1 | The method: how you determine and record the condition | Always use it for a measurement |
| NEN 2767-2 | The defects list: which building components and defects exist | Record defects according to this list |
| NEN 2767-3 | Combining scores into higher levels | Use it for the overall picture per building |
| NEN 2767-4 | Condition measurement of infrastructure | Only for roads, bridges and other structures |
For the exact requirements of each part, read the text of that part yourself. It is available on nen.nl.
Requirements for the measurement
The method asks for a number of fixed components. If one is missing, the measurement does not fit the standard.
- One method for all objects. The method applies to all managed objects in the built environment.
- An objective score. The condition is expressed on a six-point scale, from 1 to 6. See Condition scores 1 to 6.
- Recording per defect. For each defect, you record the severity, the intensity and the extent. See Defects in NEN 2767.
- Combining scores. The score per element is combined into an overall picture of the managed object.
These requirements apply to every measurement, whether you are measuring a home, an owners’ association or an office building.
Requirements for the inspector
The method is only as good as the person who carries it out. The inspector must know the method and be able to assess defects consistently. Clients therefore often ask for documented training.
Tenders often require the inspector to hold a certificate in condition measurement under NEN 2767. Ask training providers what their course covers. What your client specifically asks for is set out in the tender or the contract. If it is unclear, ask the client. You can read more about training on the page Inspector and training.
Requirements for the file and reporting
The measurement records the condition objectively and unambiguously. That is why the result must be traceable. For each defect, record at least:
- the element where the defect is located
- the defect itself, from the defects list
- the severity, the intensity and the extent
- the score that follows from these
Store the measurement so that you can later compare it with a new measurement. Only then can you see whether an element has deteriorated.
Mandatory and optional
Not everything in a condition measurement is fixed. This table shows what the standard sets down and where you make the choice.
| Topic | Set down in the standard | Your choice |
|---|---|---|
| Method | Method according to NEN 2767-1 | Which software or spreadsheet you use |
| Defects | Recording by severity, intensity and extent | Whether you add photos and how much detail you give in the description |
| Scores | Six-point scale from 1 to 6 | How you translate scores into a schedule in your multi-year maintenance plan (MJOP) |
| Scope | The object and the elements you measure | Which elements you include or leave out of the assignment |
Where the standard leaves room, we say so on the relevant page.
Example: two quotes for a school
Stichting Schoolbeheer Oostwijk (fictional) manages two primary schools. The board asks for two quotes for a condition measurement. Both quotes mention NEN 2767. Yet they differ considerably.
The first quote only says “condition measurement according to NEN 2767”. It does not state which parts are used, and no defects list is mentioned. The second quote names the method from NEN 2767-1, the defects list from NEN 2767-2, a score per element and a report per building. It also states the training of the inspector.
The board chooses the second quote. The first quote was not wrong, but it was too vague to check. That is why every quote should state which requirements it follows.
Frequently asked questions about the requirements of NEN 2767
Is NEN 2767 mandatory?
NEN 2767 is a standard, not a law. What is mandatory depends on what your client or your multi-year maintenance plan requires. Read that on the page Is NEN 2767 mandatory?.
May I carry out the condition measurement myself?
You can, if you know the method and your client accepts it. Ask before you start, because the client decides who carries out the measurement.
How often must I measure again?
You decide that yourself, in your policy and your multi-year maintenance plan. See MJOP based on NEN 2767 for how the measurement fits into that plan.
