NEN 2767 condition measurement: what it is and who it is for
NEN 2767 is the Dutch standard for condition measurement of buildings and infrastructure. A condition measurement records objectively how the building and installation components physically stand, according to the description from NEN . The result is a condition score per building component, from 1 (new-build condition) to 6 (so poor that replacement is needed).
Those scores are the starting point for a multi-year maintenance plan (MJOP). An inspector determines the severity, the extent and the stage of each defect. The score follows from those three, and the scores determine when you repair or replace something. The whole process is set out on the step-by-step plan page.
Fictional example: VvE Parkzicht, an owners’ association (VvE), has 48 apartments in a building from 1985. An inspector assesses the facade, the roof and the lift installation. The facade receives a 4 and the roof a 5. The board can therefore see which component is next in line.
NEN 2767 in brief
| What is it? | A standard for measuring the physical condition of buildings and infrastructure |
| Scale | Condition scores from 1 (new-build condition) to 6 (replacement needed) |
| Who is it for? | Owners’ associations (VvE), property owners, housing associations, facility managers and infrastructure managers |
| Mandatory? | The standard itself is not. For an owners’ association, a maintenance plan can be mandatory, see mandatory |
| Cost? | No fixed rate. The price depends on size and number of objects |
| Who carries it out? | An inspector who masters the method, see inspector |
What is in the standard?
NEN 2767 consists of several parts. NEN 2767-1 describes the method, namely how you recognise a defect and convert it into a score. NEN 2767-2 contains the defects lists for buildings. For infrastructure, there is a separate part: NEN 2767-4. You can check which version is current on nen.nl .
A condition measurement says what is worn and how severe that is. What you do about it is determined by the MJOP. Those are two separate steps.
Is it mandatory?
The standard itself does not oblige anyone. A municipality can require a VvE to have a maintenance plan drawn up, under article 12d of the Dutch Housing Act (Woningwet) . That power applies since 1 January 2024. A client can also require a condition measurement in a contract. Read the details at Is NEN 2767 condition measurement mandatory?.
