Building condition assessment under NEN 2767: who is it for?
NEN 2767 is for anyone who wants to know the physical condition of a building or a piece of infrastructure. The NEN standard makes that condition measurable, in a uniform way. Property owners mainly use the outcome as the basis for a multi-year maintenance plan (MJOP).
Whether you need a condition assessment depends on your situation and your contracts. Read that first on Is NEN 2767 condition assessment mandatory?. Below, for each target group, you will find the reason and what you concretely need.
| Target group | Why a condition assessment | What you need |
|---|---|---|
| VvE boards (owners’ associations, VvE) | Basis for the maintenance plan and the reserve fund | A plan with maintenance for the next five years, a cost estimate and an estimate of the annual reserve |
| Property owners | One overview of the condition of all properties | Scores per building component and a priority list per property |
| Housing associations (woningcorporaties) | Comparable outcomes across multiple complexes | The same method and scores for each complex |
| Facility managers | Priorities for repairs within budget | Scores per element and an idea of what repairs cost |
| Municipalities and infrastructure managers | The condition of public infrastructure | The infrastructure part of the standard (NEN 2767-4) |
VvE boards
A VvE must know what maintenance is coming in the next few years. Without that knowledge, it is hard to justify the reserve fund. A condition assessment gives the board the facts: which components are due for replacement and which can still last a few years.
Fictional example: VvE Parkzicht has 48 apartments. The board has the facade, the roof and the lift installation measured. The outcome forms the basis for a plan with costs per year. Members can therefore see why the reserve fund must receive a certain amount each year.
Property owners
An owner with several properties must choose where the money goes. The standard shows which components are in poor condition. That lets you weigh maintenance and investment per property.
The advantage of a fixed method is that the outcomes can be compared. A building with a 5 for the roof is then assessed in the same way as a building with a 5 for the facade.
Housing associations
An association often manages many complexes of different ages and types. To compare them, you need one method. The standard aims for exactly that uniformity, so that the scores of the different complexes can complement each other.
An association uses the outcomes for multi-year planning and to account for its choices to tenants and supervisors. Which requirements apply depends on the situation.
Facility managers
A facility manager has a budget and must decide what comes first. The standard helps by classifying defects and showing how serious they are. You can read more about the elements of a defect on defects.
Use the scores to set the order of repairs. An element with score 5 goes before an element with score 3. You can read exactly how the scores are determined on condition scores 1 to 6.
A small VvE and a large association use the same method. Only the scope of the measurement differs.
Municipalities and infrastructure managers
For infrastructure there is a separate part of the standard: NEN 2767-4. Ask NEN what that part exactly contains. A municipality uses the outcomes to plan maintenance on roads and other infrastructure.

Frequently asked questions
Does a VvE always need a condition assessment?
Not always. An obligation to have a maintenance plan applies under certain conditions. You can read about that on Is NEN 2767 condition assessment mandatory?.
Can a small VvE also have a condition assessment carried out?
Yes. The method is the same for every building, regardless of size. The price does depend on the size and the number of properties. So ask for quotes from several inspectors.
Who may carry out the condition assessment?
An inspector who masters the method records the defects. Which certificate you should ask for and how you check it is set out on inspector and training.
