What does the Veiligheidsladder (Safety Culture Ladder) cost? Costs and timeline
The costs of the Veiligheidsladder (SCL) depend heavily on the certification type you choose and how far you still are from your target level. As an indication: a medium-sized company that reaches level 3 via SCL or SCL Light pays between €5,000 and €20,000 in total, including guidance. The pure audit costs at the certification body (CI) are lower.
There is no officially set rate. NEN does not publish fixed prices; each accredited CI sets its own rates. All amounts on this page are indications, based on market information from consultancies and CIs. Always check current rates with your CI.
An important difference from the CO2-Prestatieladder (CO2 Performance Ladder): the Veiligheidsladder has no mandatory annual contribution to a management organisation. You pay for the audit and any guidance, not for a membership.
Cost breakdown
The total costs consist of three parts.
| Cost item | What is it? | Indication |
|---|---|---|
| NEN SCL Web tool (SAQ) | Mandatory baseline measurement via the NEN online tool | Relatively low; rates via NEN/CI |
| Guidance / advice | External adviser or internal hours for culture change, gap analysis, preparation | €2,000 - €15,000 (indicative) |
| CI audit costs (year 1) | External audit by an accredited CI for the initial certificate | €1,500 - €5,000 (indicative) |
| Follow-up audit years 2 and 3 | Annual review by the CI in years 2 and 3 of the certificate period | €500 - €1,500 per year (indicative) |
Guidance costs are often the largest item. How far you are from your target level determines how much culture work you need to do. A company already at level 2 has less to do than one that starts at level 1.
Indication per certification type and company size
The type you choose determines the audit intensity and therefore the costs. SCL Original is the most expensive because 100% of the organisation is assessed every year. SCL Light is the cheapest, but gives a statement instead of a certificate and has level 3 as its maximum.
Small (5-50 employees)
SCL Light is the most logical choice for small organisations.
| Item | Indication |
|---|---|
| Guidance and preparation | €2,000 - €6,000 |
| CI audit costs year 1 | €1,500 - €2,500 |
| Follow-up audit years 2/3 (per year) | €500 - €800 |
| Total over 3 years | €5,000 - €12,000 |
Result: SCL Light Statement, maximum level 3. Counts for ViA.
The amounts above are indications based on market information, not official rates. Costs vary per CI, per region and per complexity of your organisation. Always request several quotes from accredited CIs such as Kiwa, DNV, DEKRA or TÜV.
Timeline
The lead time depends on how far you currently are from your target level.
| Phase | Duration (indicative) |
|---|---|
| Baseline measurement (SAQ) and gap analysis | 2 - 4 weeks |
| Culture change and improvement | 4 - 12 months |
| Internal preparation and trial interviews | 1 - 2 months |
| Audit and assessment | 2 - 6 weeks |
| Certificate valid | 3 years, with annual review |
Culture change is the uncertain variable. Moving from level 2 to level 3 takes 6 to 12 months on average. Moving from level 3 to level 4 can take 1 to 2 years. Culture does not change faster by investing more in paperwork; it changes faster through leadership and consistency.

What the Veiligheidsladder does not cost
A common misunderstanding: the Veiligheidsladder has no annual management fee like the CO2-Prestatieladder, which is managed by SKAO . You pay for the audit and any guidance, not for a structural membership fee.
The Approved Self Assessment (ASA) still exists as an SCL product, but no longer counts for ViA tenders. Invest your time and money in a type that really counts.
