NEN 4400 and SNA
Do you work with hired-out staff or contracted work? Then NEN 4400 helps you have your labour obligations checked. The SNA certificate uses NEN 4400 as part of its inspections. From 2027, the Wtta becomes a statutory licensing route for labour providers.
The right choice depends mainly on where the company is established, its actual activity and the purpose of the check. Use the pages below to choose the right route. Always read the current government information about the Wtta.

Choose your route
| Your situation | First step | Read more |
|---|---|---|
| Dutch labour provider or (sub)contractor | NEN 4400-1:2023 as the standard framework | Part 1 or part 2 |
| Foreign labour provider or (sub)contractor | NEN 4400-2:2025 as the standard framework | Part 1 or part 2 |
| You want to apply for a private certificate | Choose an activity and an inspection body | Applying for the SNA certificate |
| You are a client or hiring company | Check the entity, status and activity | Checking the SNA register |
| You hire out staff after 2027 | Prepare for Wtta licensing | Wtta and SNA |
A standard, an inspection, a certificate and a statutory licence are different things. The inspection body checks your records. SNA processes the result for the certificate. Under the Wtta, the NAU makes the final decision on licensing. An SNA certificate is therefore not an automatic Wtta licence.
