Wtta and SNA
On 5 September 2026, the Wtta (Wet toelating terbeschikkingstelling arbeidskrachten, the Dutch Act on Licensing of Temporary Labour) is not yet a mandatory approval requirement, but preparations are under way. The Dutch government lists 1 January 2027 as the start date . The official calendar of Toelating uitleenmarkt gives registration for the transitional scheme as 1 November to 31 December 2026, and enforcement from 1 January 2028. During this period, SNA remains a private certificate. It is not a legal approval.

These are planned government milestones. Check the official website again before 1 November 2026, 1 January 2027, 1 May 2027 and 1 July 2027.
The SNA route for an application
The government website describes a one-off route in which a labour user can apply for approval between 1 May and 30 June 2027 with a valid SNA certificate. The certificate must be valid on 30 June 2027. You then provide evidence from SNA, a VOG RP (certificate of conduct for a legal entity) or a VOG NP (certificate of conduct for a sole trader) that is no older than three months, and any documents needed for an exemption from the guarantee deposit. The other Wtta conditions still apply.
A valid SNA certificate therefore means you do not need to supply an inspection report for this application under the route described. It does not mean you are automatically approved. The NAU makes the final decision .

The public information on labour users and the move from Waadi to Wtta states that the public register becomes available from 1 July 2027, and that the Waadi register transfers to the Wtta register on 1 January 2028. So do not confuse the SNA registration with the future public status.
A positive SNA result is not an exemption from all Wtta obligations. Keep evidence of the other conditions, the VOG, the guarantee deposit or an exemption, and the current status in the right register.
Read inspection and accreditation to tell the SNA inspection report apart from a Wtta inspection. In the meantime, clients can carry out their SNA check through the register, with the caveat that the public approval status will later become decisive for the Wtta.
Frequently asked questions
Is the Wtta already mandatory on 5 September 2026?
No. According to the official planning, the Act takes effect on 1 January 2027, and enforcement is planned to start on 1 January 2028.
Can I skip the Wtta with an SNA certificate?
No. Within the stated period, a valid SNA certificate can replace an inspection report under one application route, but the other conditions and the NAU’s decision still apply. For why the certificate does not replace approval, read the page on the obligation.
Where will a client check the status later?
According to the current calendar, the public Wtta register will be available from 1 July 2027. Until then, check the current official instructions.
