ISO 22000 vs HACCP
ISO 22000 and HACCP are often confused, but they are not the same. ISO 22000 is a complete management system standard for food safety. HACCP is a method for hazard analysis and control, and it returns as a core part of ISO 22000. The legal hygiene basis is set out in EU Regulation 852/2004 (EU food hygiene regulation) .
In short: HACCP is the technical food safety method. ISO 22000 is the broader management system that structurally secures, governs and makes HACCP auditable.
Read everything about the HACCP obligation itself in the HACCP section. Not sure whether you need a certificate? On getting a HACCP certificate you can see the difference between the legal obligation, a national hygiene code (hygiënecode) and voluntary certification.
ISO 22000 vs HACCP at a glance
| Question | HACCP | ISO 22000 |
|---|---|---|
| What is it? | Method for hazard analysis | International FSMS standard |
| Legal context | Widely applied through hygiene obligations | Usually voluntary, often a customer or supply chain requirement |
| Certifiable? | Not as a standalone international ISO standard | Yes, through an accredited audit |
| Focus | Product and process hazards | Governance, HACCP and continual improvement |
| Typical use | Basic control of product safety | Market access, auditability, supply chain trust |
What is the real difference between ISO 22000 and HACCP?
| Subject | HACCP | ISO 22000 |
|---|---|---|
| Scope | Hazard control in the production process | Full management system for food safety |
| Management involvement | Limited explicit detail | Clear leadership requirements and review cycle |
| Document structure | Procedural, often operational | Operational, strategic and governance |
| Internal audit structure | Not uniformly required in detail | Structural part of the standard |
| External market acceptance | Varies by customer segment | High in B2B, tenders and international supply chains |
When is HACCP alone enough?
HACCP alone can be sufficient if you:
- mainly supply locally with limited customer requirements;
- have low supply chain complexity;
- are still in an early stage of professionalising;
- do not (yet) receive explicit certification requirements from customers.
Hospitality has a specific trade-off: the national hygiene code is legally sufficient for consumer-facing activities. When certification does become relevant, read the page ISO 22000 for hospitality.
When is ISO 22000 usually the smarter choice?
ISO 22000 is often the better choice if you:
- want to grow towards larger customers or export markets;
- regularly receive audit questions from buyers;
- want better control over recalls and incident costs;
- need a uniform approach across several locations.
Costs and effort for ISO 22000 vs HACCP in practice
| Component | HACCP only | ISO 22000 |
|---|---|---|
| Implementation effort | Low to medium | Medium to high |
| Year 1 investment | Lower | Higher |
| Audit pressure from customers | Often higher (bespoke questions) | Often lower (standard demonstrability) |
| Scalability as you grow | More limited | Stronger |
| Commercial leverage | Limited | High |
Practical growth route: from HACCP to ISO 22000
Phase 1
Stabilise the HACCP basis (4-8 weeks)
- Carry out PRPs consistently.
- Update HACCP decisions.
- Improve monitoring discipline on the shop floor.
Common mistakes when choosing between ISO 22000 and HACCP

- Paying too little attention to internal audits and the improvement cycle.
