Frequently asked questions about NEN 2767 condition assessment

Below are the questions that come up often about the NEN 2767 condition assessment. Each question gets a short answer and a reference to the page where you can read more. NEN 2767 is a standard for measuring the condition of buildings and infrastructure. You can view it at NEN .

For an explanation of the standard itself, start with the overview of NEN 2767. If you want to know exactly what happens, look at the inspection on site.

A short summary: NEN 2767 measures how well parts of a building or infrastructure are still in order. You use the outcome for a multi-year maintenance plan or a maintenance budget.

The questions are grouped by topic. You will find answers on the obligation, the costs, the duration, the inspector and the difference with the MJOP.

Is the measurement mandatory?

NEN 2767 is a standard, not a law. A standard is mandatory if a law, a contract or a regulation refers to it. Read the full explanation on the page Is NEN 2767 mandatory?.

For an owners’ association (vereniging van eigenaars, VvE), the Dutch Civil Code (Burgerlijk Wetboek) also applies. Book 5 regulates the VvE. You can find that text on wetten.overheid.nl . Check the current articles there yourself.

For a company, the reason is often different. An insurer, a client or a public contracting authority can include the measurement in the contract. That is not a legal obligation, but it is an agreement you must keep.

What does a condition assessment cost?

The price of a NEN 2767 measurement depends on the size of the building, the number of elements and how accessible it is. For an exact price, you need a quote from an inspection company.

Ask for at least two quotes. Check what is included: the element list, the photos of each defect, the report and any additional research. A low price without those items often delivers less. You can read more about the timeline and planning on costs and timeline.

Prices for condition assessments vary widely per building. Always compare quotes on the same scope, or you compare apples with oranges.

How long does the measurement take?

The duration depends on the size of the building, the number of elements and the state of the file. A complete file with current drawings goes faster than a building without documentation. Ask the inspection company for a schedule based on your situation. You can read more about the site walk-through at inspection on site.

Who can carry out the measurement?

The measurement is carried out by an inspector who knows the standard and can apply it. Whether that inspector holds a personal certificate, and which requirements apply, you need to check with the certifying body. You can read more on NEN 2767 inspector.

Always ask for proof and check it. An inspector who is open about this is usually a good choice.

What is the difference with an MJOP?

The condition assessment is the step in which you establish how things stand now. The multi-year maintenance plan (meerjarenonderhoudsplan, MJOP) is the step after that. The MJOP turns the outcome into a schedule: which component is replaced when, and what that costs.

Without a measurement you have no reliable MJOP. Without an MJOP you do not know what the measurement means for your reserves. Read more at MJOP based on NEN 2767.

Frequently asked questions

Should I have a condition assessment done every year?

How often you measure depends on your maintenance plan and the agreements that apply. Ask your inspection company or the property manager.

Can I carry out a condition assessment myself?

That depends on the requirements of your assignment. For an internal overview that can work. For an MJOP or a tender, ask for an inspector with the right knowledge and proof. Ask this in advance.

Where can I find the official text of the standard?

Via NEN . For the current version of the parts of NEN 2767, you can also ask the inspection company which version it uses.
