Comparing ISO 50001 quotes: ask about scope and audit factors
ISO 50001 quotes only become comparable when you give every provider the same assignment. First ask for a fixed description of the scope, sites, energy carriers and significant energy uses (SEUs). The official ISO 50001 page describes the energy management system. The costs and timeline page gives context, and the step-by-step plan shows where support fits in the process.
Also compare two different services: implementation support helps you build the system, while an independent certification body assesses the system. The RvA information on the ISO 50001 accreditation protocol (Dutch Accreditation Council) and the IAF guidance for integrated audits (International Accreditation Forum) explain why audit effort relates to complexity.
A low quote is only favourable if scope, deliverables, audit days and follow-up costs are all included. Ask every provider to set out the same details.
Send the same assignment with every request
Describe the organisational boundaries, all sites and the activities that fall under the energy management system. Add annual use per energy carrier if you have reliable figures. Also name production, buildings, transport and other processes that affect energy use.
In the same letter, ask for:
- a phasing for gap analysis, energy review, implementation, internal audit and management review;
- the people and hours you must provide yourself;
- the documents, records and training that will be delivered;
- the approach for several sites and central functions;
- assumptions, exclusions, travel and software costs;
- the boundary between advice and the independent certification audit.
Factors that affect the certification audit
| Factor | Why it matters for the quote |
|---|---|
| Effective employees | A factor in audit effort and in the number of people to interview |
| Sites | Extra sites require planning, travel time and possibly sampling |
| Energy types | Gas, electricity, heat, fuel and other carriers can increase analysis complexity |
| Annual use | The size of energy use is a factor in EnMS complexity |
| SEUs | The number of significant energy uses helps determine where the auditor looks in more depth |
| Processes and variables | Production, climate, occupancy and transport affect EnPIs and data |
| Integrated audit | Combining with ISO 9001 or ISO 14001 can affect planning, but does not automatically lower the price |
IAF ID 14:2023 refers, for EnMS, to factors from ISO 50003:2021, including effective employees, energy types, annual energy use and SEUs. So ask for the justification of the proposed number of audit days. The guidance does not set a universal market price and does not guarantee savings.
Fictional example: two quotes for Metaalvorm
This is a made-up example. Quote A assumes one production site and mentions only electricity. Quote B covers three sites, electricity, gas, compressed air and fuel, plus SEUs for ovens and logistics. Both mention “ISO 50001 support”, but the scope is different. Metaalvorm sends a clarification letter, asks both providers to price the same scope and deliverables, and separately requests the costs of the certification body. Only then does it compare amounts and lead times.
Ask for concrete deliverables
A good quote does not just mention “system documentation”. Ask which files you will receive: scope, energy policy, energy review, energy baseline, EnPI register, measurement plan, action plan, internal audit report and management review. Also ask who checks the data and how missing data is flagged.
Plan a decision point after the gap analysis. Then you know which parts already exist internally and which support is still needed. A provider that sells a fixed approach and fixed days without asking questions increases the risk of a scope mismatch.
Frequently asked questions about ISO 50001 quotes
Should the adviser also certify?
Support and certification must be organised independently of each other. Ask for a separate quote, or a clear separation between advisory work and the audit by the certification body.
Can I compare quotes with different audit days?
Only after checking the starting assumptions. Look at effective employees, energy types, annual use, SEUs, sites and integrated systems. Ask the provider to explain any differences in the audit plan.
What is a normal price?
There is no reliable universal market price. Scope and complexity determine the effort. Use the existing costs page as a framework, but always ask for a justified quote for your organisation.
