EP-Online registration for EP advisors under BRL 9500

EP-Online is the national register in which energy performance advisors (EP advisors) register their energy performance reports. The Netherlands Enterprise Agency (RVO ) manages the system. According to RVO, an energy label is only valid and final if it appears in EP-Online.

You may only register within a company that holds its own BRL 9500 certificate. The rules for the registration itself are also set out in the assessment guideline BRL 9500-W  from InstallQ (the Dutch certification body). This page explains how it works in practice, using the requirements from that guideline.

What exactly is EP-Online?

EP-Online is the database that holds the energy performance report for each building. When the advisor registers the report, the system creates the energy label automatically. Business owners can download their valid label from EP-Online after logging in with eHerkenning (a Dutch digital business login).

The advisor creates the report in software certified under BRL 9501. That software calculates using the NTA 8800 method. Registration therefore always takes place through that program, not with a loose spreadsheet.

What do you need to log in?

You need three things before you can register. Work through them in this order.

A certified company

You work under a company that is certified by a certification body (CB). For BRL 9500, these include SKG-IKOB, VINK Certificering, Kiwa, EPG Certificering and ALPHA Certificering. Only certified companies get access to registration.

An eHerkenning level 3 (EH3) account

EP-Online requires eHerkenning at level 3. Every user needs their own eHerkenning means. For an application at level 3, you must also be authorised for the EP-Online service.

Logging in as an advisor

Go to ep-online.nl  and log in with eHerkenning as an advisor. The first time, you link your eHerkenning means to your account. The steps are set out in the EP-Online manual for energy advisors (2024) .

Not sure whether these steps are still correct? Ask your certification body. The guideline also requires the company to protect its login details against misuse.

Which data do you register?

With every registration, you enter more than only the energy label. The guideline requires the registration to show clearly who registered the report and who carried out the assessment. These can be the same person, but they do not have to be.

Suppose a fictional terraced house in Zwolle is assessed on 3 March by advisor Sanne de Vries (EP-W/B). Her colleague Jeroen Bakker (EP-W/D) registers the report on 10 March. EP-Online then shows the name and competence number of both of them.

You only register the report on the instruction of the client. The client can be the owner, or someone acting on the owner’s behalf, such as an estate agent or a contractor.

Within what period must you register?

The company must register the report within three months of the assessment date. This applies at handover and for existing dwellings. For serial new builds or renovation projects, the deadline is six months.

For the fictional house, this means the assessment of 3 March must appear in EP-Online by 3 June at the latest. The company may not get round this deadline by registering the report later in another way.

Want to improve a label, for example because insulation was installed after the assessment? Then use the ‘relabel’ message type (herlabelen). You can do that within 24 months of the assessment. This message type is only meant for improvements. You cannot use it to register a report late.

What happens if a company’s certificate expires or is withdrawn?

A company’s certificate can end, be suspended or be withdrawn. The consequences for the labels differ per situation. Section 10 of the guideline sets out the rules.

If the company certificate is withdrawn, the CB removes the reports from the relevant period from EP-Online. That happens if the sample check has not yet taken place, or if the suspension results from poor project checks without sufficient improvement. With a weak internal check or payment arrears, this does not happen immediately. The company must inform the client about the withdrawal.

A suspended certificate may not be used by the company. The suspension lasts up to six months, and the company must submit a plan of action. If a company wants to pause itself, it can request a voluntary pause (opschorting) of up to two years. During such a pause, the company registers no reports.

For the advisor personally, the rules are different. If InstallQ withdraws professional competence, the advisor must retake the full exam. You can read more about the exam on the EP advisor exam page.

The guideline BRL 9500-W:2026 replaces the version of 1 July 2024. Certificates of that old version lose their validity one year after the new version is officially designated. Companies must then hold a new certificate. Ask your CB which date applies to your company.

Frequently asked questions

Can I register as an advisor without a company?

No. You always register under a company’s certificate. The guideline requires the company to employ at least one competent EP advisor, or to deploy one under a cooperation or licence agreement. See company certification for the full requirements.

Where can I see whether an advisor is listed in the register?

Qualified advisors are listed in the Centraal Register Techniek (Central Register for Technical Professionals). There you can also see whether an advisor has received a yellow flag. A yellow flag is a warning after a critical deviation found during a check. See internal and external inspections for how that works.

What do I do if I see an error after registration?

If an incorrect label appears in EP-Online, you request replacement rights in EP-Online. You can do that within 24 months of the assessment. Relabelling is meant for improvements made after the assessment. If an inspector finds a critical deviation, the report must be registered again after correction. If in doubt, check with your certification body.
