NEN 2767 inspector: certificate, training and requirements
A NEN 2767 inspector is the person who carries out the condition assessment of a building or a piece of infrastructure. They assess the elements, record the defects and give the condition scores. It is not always clear whether an inspector needs a personal certificate for this, and which requirements apply.
The requirements for the inspector come from the standard, which you can find on nen.nl . For what the inspector does on site, read the inspection. For the cost of the assessment, see costs and timeline.
Always ask an inspector for proof. A personal certificate is only useful if you can check that it is valid and who issued it.

Below you read what an inspector should be able to do, how to recognise a training course and how to check a certificate. The example follows a client who compares quotes. The questions that come up most often are at the end.

How to check an inspectorWhat does an inspector do?
The inspector is the professional who carries out the condition assessment. They read the file, walk through the building or infrastructure and assess each element. They then write the report with the scores and the defects.
They must know the standard and be able to apply it. That means knowing what a defect is, how to determine its severity and extent, and how to arrive at a condition score. A good inspector explains this, so the client understands the score.
Training and course
Courses exist for NEN 2767 that cover the standard and the method. Ask the provider for the programme and the duration.
A course gives knowledge, but it is not the same as a recognised diploma. Ask the certifying body whether a training course leads to a certificate, and which assessment goes with it. A course shows that someone has studied the standard. Which requirements apply to the report depends on the assignment.
A course shows that someone knows the standard. A personal certificate shows that an independent body has assessed that person. When you receive a quote, ask about both, so you know where you stand.
Personal certificate
A personal certificate is proof that a person meets set requirements. A certifying body issues it.
Ask the certifying body whether a personal certificate exists for NEN 2767, and which requirements and validity period apply. Kiwa is one of the bodies that offers personal certification.
How to check an inspector
You do not need to be an expert to check an inspector. A few questions quickly show whether the person is serious.
Ask for proof
Ask the inspector or the inspection company for the certificate. Ask for the name and the number, so you can check them.
Check it with the body
Ask the certifying body whether the certificate is valid. Do this before you place the assignment.
Ask about the training
Ask which course the inspector followed and when. An inspector who knows the standard well can tell you without difficulty.
Ask for sample reports
Ask for an example of an earlier report by the same inspector. Look at clarity, the photos and the justification of the scores.
For a large assignment, such as a multi-year maintenance plan (MJOP) for a complex with many homes, it is worth including this in the quote. That way you are not surprised later by an inspector who does not meet the requirements you agreed.
Which requirements apply to the assignment?
Which requirements apply depends on the assignment. Set that requirement in advance, in your tender or in the assignment.
Record in the quote which person carries out the assessment, and what happens if that person drops out. That way you know whom to contact if the schedule shifts.
Frequently asked questions
Is every NEN 2767 inspector certified?
You cannot assume that. A person can know the standard without a certificate, and a certificate is only proof if you can check it. Always ask for it.
How long does a certificate remain valid?
Ask the certifying body for the validity period of the certificate.
Can a company carry out an inspection without a certified inspector?
That depends on the requirements of your assignment. If someone has the assessment for your MJOP carried out, ask about this in advance. The answer is in the agreements, not in the standard alone.
